When is the latest to register? and is it on the SD sute? I may be in town then..

The last day to submit army lists to Israel is May 30th (2 days before the tournament). He has 10 slots for the tournament and there are 4 confirmed people signed up, with 4 others who are not confirmed.

How many power dice is considered "UNCOOL" from a competitive score stand-point?

For pick up games -- most people get upset if you have more then 6 in 2000 points...for RTTs...you will get "punked" on comp for many reasons...
8 or more powerdice (PD) per turn...you'll probably get punked...I get punked because I take 2 small spearmen units...forget that my fluff says I'm supposed to be an elite army and that I have extra special choices, but oh well, that's the way it goes.
If you're playing a Tzeentch army, you should have more PD then the average player, though, so bring them if you want to, just remember, Israel will be grading army comp and likes to see lots of Core/regular everyday troops.

Darn it! I thought the tourney was on July 1 not June 1 
Man, I must be blind or something. Sadly since this tourney is on June 1st I won't be able to make it as I'll be in France.

Probably by 12, but I would ask them on their forums to confirm (or call for that matter).
